A voicemail on my iphone8 is gone but I did not deleted, can I retrieve the voicemail from icloud.com?

Are you still unable to locate that voicemail after following the steps from this article? Check your voicemail on iPhone
If so, you will want to reach out to your carrier for further assistance, as voicemail is handled strictly by them. Voicemails are not synced or stored in iCloud.
Hopefully that puts you on the path to getting this addressed.
