Can I still buy the 2019 iPad mini from an Apple store, or do they just stock the latest model

Check Apple's Clearance and Refurbished area of their Website.

Items change there daily. So check this area often.

Find other retailers that have an online Website and carry Apple products to see if any of them carry the 2019 iPad Mini 5.
