No. AFAIK it is only compatible with the watch.

An Apple 5W, 10W, or 12W USB-A charger will work with iPhones, yes.
I’d expect that Watch came with the 5W USB-A charger, but the available tech specs don‘t list the wattage.
It’ll work with all iPhones, though the newer iPhone models usually have higher-wattage chargers, and the newer iPhone charger cables are USB-C and not USB-A.

According to the Apple Watch Series 3 tech specs, the Series 3 GPS + Cellular models do arrive with a charger. The specs don’t list the charger wattage, as was mentioned. I’m assuming it’s the 5W cube charger.
