how can I find my iPhone, lost it in a cab today and its on do not disturb, moreso the device location is off so was wondering if there is a way to turn on the device location from my MAC BOOK????

Your only option would be Find My iPhone, which does not work if Location Services is disabled. Those can only be enabled on the device itself, not remotely. So I suggest you try calling the cab company to see if they have a lost and found.
