Can I cancel my iCloud account because I have two and do not use this one

Do you mean cancel upgraded iCloud storage plan? If so, cancel by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud+ plan - Apple Support

Or if you mean that you have two Apple IDs and want to cancel one, see: How to delete your Apple ID account - Apple Support
