What is happening to photos library appearing in trash OS monterrey

The file "photos library" suddenly appeared in the trash. I don't care since I don't use that app. It's zero bytes. However, when I delete it or move it out of the trash, ANOTHER copy of the file appears 3 seconds later!


I wouldn't mind if they were $100 bills, but no, it's a stupid file that cannot be deleted!


I hope you can fix that ASAP!

No, I don't have a problem emptying my trash. I can do that just fine. The new OS is the problem. I empty the trash and 2 seconds later the photos library file appears again, no external drives. It just doesn't go away or the OS generates it again.
