An iPhone 6 cannot be upgraded beyond 12.5.5, it doesn't have the hardware needed to run a newer iOS.
I do not believe that is true - I currently have over 12.5.5 on mine.

Then you do not have an iPhone 6 (possibly an iPhone 6S).
