Cellular ipad

If I buy a cellular iPad do I have to commit to a monthly data plan? Can I just not use the cellular part. But if I need to can I just get a pay as you go

just having trouble getting a normal iPad

Your assumption is correct.

When you buy an iPad wifi+cellular model, you can avoid to use the cellular "part" of it, but you can use it in the future, if needed.

No, if you're buying an unlocked wifi+cellular iPad from Apple or authorized Reseller.

if you use the cellular part later on you will not pay apple you would be paying the cellular carrier you sign up with at the time
