I need to update my safari on my mini iPad in order to sign on to a portal for my doctors. How do I do this?

Safari (iOS version) is an Apple built-in app and it is updated along with iOS updates.
If, as I can see from your product list, you have an iPad Mini 2nd or 3rd generation model running iOS 12.5.5, unfortunately it cannot support iOS versions beyond the one currently running on it, because of hardware (CPU/RAM) incompatibility.
