My daughter has lost a lot of photos and videos from her phone following a restore she had to do after getting locked out. She'd run out of iCloud storage so nothing was backed up - is there anything at all we can do to get anything back? She's devastated.

No. Unfortunately, without a backup or storage in iCloud, there is nothing to back up.
It's hard to lose data but it's also an early lesson in the importance of backing up data and keeping important passwords somewhere "offline." Some of us didn't learn that until college, the day before a paper was due.....
No. If they were not backed up, they are gone.
