If I put a bag in a cupboard to hide from casual thieves, Is it possible that someone walking by be alerted by the air tag.

Yes.

After a period of time when they are separated from your iPhone, they begin to beep.

If anyone routinely is in that location and has a Bluetooth enabled phone, they will be alerted to the tags presence as an anti-stalking measure.
