My 2020 iPad Pro is stuck with the enable dictation pop up in the foreground and I can’t seem to get it to go away. I cant turn it off because I can’t slide the bar to turn it off and I haven’t been able to figure out how to force restart it. Any help to resolve this would be greatly appreciated.

Connect your iPad to its Power Adapter; whist still connected to external power, force-restart your iPad:
