Unable to provide parental consent

My CVV code was declined when I tried to give parental consent to create my child's ID. It is correct. Why would it not work?

I spoke with an Apple representative and got the issue resolved. They told me that if this issue ever comes back up, I should re-enter all the credit card information. That worked.

Are you using a credit card or a debit card?

You MUST use a credit card. A debit card is not acceptable as proof of are and identity. That's the government's rule, not Apple's.

Yes. It's a credit card. And it's also one Apple charges to all the time.
