IPad FaceTime w/ or w/o cellular plan

So I have an IPhone and my girlfriend has an Android, if she got an IPad without a cellular plan could we FaceTime or does she need a cellular plan with it?

FaceTime is an Apple service - and is not directly inter-workable with Android devices. Cellular or WiFi Only is irrelevant.


With release of iOS/iPadOS15.1, it is now possible to set-up a FaceTime call from an Apple device and invite non-Apple users to join a FaceTime call from a web browser. The reverse, however, is not possible. Non-Apple devices cannot initiate a FaceTime call.
