I want to FaceTime with my mom, is there a tablet I can use to accomplish that with just using my cellular service without WiFi?

To use Apple FaceTime, you must use an Apple iPad.
Any iPad with WiFi and cellular data and a SIM chip from your cellular service provider will work.
Also, any WiFi ONLY iPad will work IF you setup the WiFi hotspot feature of your iPhone 11 to an iPad to make/FaceTime video calls and also to make/recieve calls from your iPad via your iPhone 11.
