Why does Monterey only show up as a utility download, not an update?

I was expecting to see Macos Monterey when I click updates on the Mac store, but it does not show up. Instead, I see it as a utility download. All past Macos udates showed up when you click updates. Why this change?

MacBook Pro 13″, macOS 11.6

Because Apple did it that way. Monterey is an upgrade, not a update.

If I remember correctly Big Sur was listed as a Utility as well.
