iPhone voicemail not working

Hi

My voicemail is going to an automated message and no one can leave a VM

I tried to set it up again and it won't give me the option to save as my custom message

I tried to re-record to see if that would help but then it wouldn't let me save and I received a message saying the operation couldn't be completed (com.apple.mobilephone error 1035)

I turned the phone off and on that also didn't help
