Recover email

My iPhone was recently stolen. The email I have logged into my phone I know the passcode. I have a secondary iCloud email also. I cannot remember the passcode. I have the same phone number. When I attempt to reset password only option giving is to send a verification code to the lost email. It says I can use my phone number or credit card to verify but these options never occur. I’m attempting multiple combinations of passcodes I have used . Then it says account locked. Omg. Please help
