Any Luck?

Try the following:

• Use a Different Network:

If your network does not work, then try using a different one (i.e. Friends), with their permission of course.

• Restart your router:

Connections may be corrupt due to power outage or local utility work

• New iCloud Session:
• Log out of, and then back in to iCloud. Perhaps it all needs to resync?

Try Later On:

Try the download again later, as instructed. There may be too much going on, on Apple's side.
