That's really strange. Monterey is a free update. There's been almost 10 years since Apple dropped charges for macOS. Last one charged was 10.8 Mountain Lion. From 10.9 Mavericks on it's free.

Try logging out and back in the App Store, or maybe from iCloud entirely on your Mac (if doing so, choose not to delete data or download everything from iCloud to the Mac, soon you'll log back in and everything will be as it was).
You can also try a clean install with a bootable USB installer.
