iPhone won't receive text messages.

Hi Colin... I was having the same problem, and it turns out the problem was with my cell phone carrier and not iOS 15 or my iPhone 13. It turns out cell phone carrier had somehow turned on "short code message blocking" on my account. I asked them to turn it off, and was once again able to receive confirmation codes and one time numerical passcode text messages.
