There is nothing you can do since you cannot prove you are the legitimate owner of the laptop. Apple requires very specific paperwork to prove a person is the legitimate owner of an Apple computer including the proper personal ID to confirm the user's identity. There is a link within this Apple article which shows the various startup screens including the one showing the laptop is "disabled":

If your Mac doesn't start up all the way - Apple Support

This is one of several dangers of purchasing a used Mac from unknown sources. Do what you can to get your money back. Maybe you can contest the charges with your credit card/payment processor, file a complaint with the website (for example let if you purchased it from eBay file a complaint with eBay), etc. If you are in the US you could file a claim with the Better Business Bureau if you purchased the laptop directly from a vendor as vendors really don't like negative feedback (same goes for providing feedback for the vendor/seller if you are unable to get a response in a reasonable time -- which may have the seller contacting you to fix the problem if they are legitimate). Other options are to file a lawsuit, or check you local consumer protection laws although it probably isn't worth it.

Hi milfara,

Considering that the MacBook Pro you bought was made in 2014, it doesn't have the T2 Security Chip or an Apple silicon SoC. Because of this, your Mac most likely got locked via Find My Mac by a previous owner.

Apple can remove this lock, but they will require thorough proof of ownership. Unfortunately, if Apple doesn't accept the documents you have regarding this, the lock cannot be removed.

As mentioned by HWTech, this is one of many dangers of buying used Macs online from a third-party marketplace. If you want to purchase a used Mac, the safest place to do so is in the Refurbished Products section on the online Apple Store. All of those devices have been put back in good order by Apple and come with the same guarantees as a brand new Mac.
