I have 15.1 on a 12 Pro Max.
When I attempt to attach a photo to a reminder, the photo won’t show.
I’ve checked that photos and reminders are both set to ON in iCloud.
If I check the info on the specific reminder, it shows the photo is attached.
I have toggled the required settings and restarted my phone. No luck.
Any other ideas? Is it a bug in 15.1?

Have you restarted your phone? I did experience a similar issue a while ago. I cannot remember if it just started working after restart, update, or if it was the type of image (heir vs jpg, etc.). I haven't been able to recreate the same issue and I'm also on 15.1.
Do you mean that you do not see this?
Correct. I’ll see the text, but not the photo.
Update: I added a second picture. Both show in the task list, but....
must be a bug of some kind.

ya, I’ve restarted the phone, toggled settings off and back on. No luck 🙄
So, I added a few more images and then thumbnails displayed both in the list and in the info screen. Maybe try adding a picture or two?
Huh. Weird. I added 2 more photos to the test and they showed up. First one still hasn’t, so 🤷♀️ Buggy.
