to look for any way to download iOs Catalina.app file as the apple store download link is not available when I use my current MacMini (with big Sur).

Is the old Mac Mini's hard drive still working?
If it is, then put it into an empty 2.5" USB enclosure or on a USB to SATA adapter. Connect it to the old Mac Mini, startup from it and proceed with installing macOS and migrating from to old drive to the SSD.
If it not, then try getting older macOS versions at > https://support.apple.com/en-us/HT211683
Try Recovery mode on the old Mac mini.

Option-Command-R should install the newest macOS that it will run.

Also, I am using big Sur on my new mac mini, after I download the Catalina installer and try to open it, I will get the message of '...this version is too old to be opened on this OS'. Looks like I have to get a old iOS in order to open the Catalina. Not on the Big Sur. Is there any way to overcome this ie to run the older installer on new iOS, big sur.
I am using big Sur on my MacMini but I have old MacMini with new SSD which needs the Catalina to make it works again, is there anyway I can download the Catalina.app file
