Apple Watch series 7

I would like to buy and Apple Watch for my daughter for Christmas. I am not sure if she would use the cellular version or not. If I buy the cellular version and she does not want to use the cellular will she still be able to use the watch on Bluetooth?

Yes it will work.

You do not have to connect the cellular to a carrier.

Without the connection it will function just like a GPS model.
