iPhone SE2 with iOS 14.8.
In the past I was able to do a “hard restart” by holding the power and home button at the same time. Today I tried it and held them for quite a period of time but it didn’t restart. All I got were screen shots. What am I missing?

On an iPhone 8 or later (including the SE):
The operative word here is QUICKLY; and try it a couple of times, the timing is a little tricky.
Holding HOME and POWER only worked on the iPhone 6S and earlier that had physical HOME buttons.
That is the same “OFF” slider I get for a regular shutdown. Is “Hard Restart” the correct terminology for what happens when you hold the power and Home button at the same time on earlier phones? Is my memory correct that a “Hard Restart” automatically cycled the phone back on rather than shut it down on earlier phones?
No, it is NOT the same. You need to hold the SIDE button until an Apple logo appears, ignoring Slide to Power Off. It is the same forced restart that worked on the 6S and earlier to force restart the phone, and the phone will restart. And you should only do it if the phone is frozen, as it can result in data loss if done indiscriminately.
