old apple id

I created a new apple id not knowing it should actually be changed. Anything I purchased under the old id now wants a password. I no longer have that. When I try to change it it sends the information to change it to the old id and email address. The security questions were not set up by me so the answers are never correct. When I found an old password that worked it said that the old apple id had been locked. What now?
