how to download Final Cut for older OS Catalina?

If I purchase Final Cut Pro will I be able to download previous versions that are compatible with Catalina?

Probably not since Final Cut Pro now requires macOS 11.5.1, and Apple does not make user downloads of prior full installers available for its applications, especially premium paid applications.
