I just downloaded the new Monterey OS on my 2020 MacBook Air. It crashed my laptop and now it won't boot up

I just downloaded the new Monterey OS on my 2020 MacBook Air. It crashed my laptop and now it won't boot up.

I had been running High Sierra.

What happened?

How do I fix it? CAN it be fixed?

MacBook Air 13″, macOS 11.2

The keyboard died about 2 weeks ago, so I've been using a Logitech keyboard.

Tried command r AND control r, neither worked.

The laptop "turns on" and then sits there switching between an image of the bottom of a mouse and what looks like the side of the laptop. That's all it does.

Thankfully I had just copied all of my files to an external hard drive, hopefully I got everything!
