Unable to put my new Mac Mini M1 to sleep for over 1 minute

I just set up a new M1 Mac Mini with a HP display via hdmi cable. When I put the Mac into sleep mode, the mac would wake up within 40 seconds. When I use the Control–Shift–Power button, the display would wake in one minute. The moment it's in sleep mode, the mac disconnects from the display because the display would show no signal.

I would like to use the Control–Shift–Power button keys to put the display to sleep without waking up within a minute.
