How do I create a child account for my kid who isn't old enough to have their own mobile phone?

We're trying to get my son set up on a new iPad we got him and we can't create an Apple ID for him to add him to our Family Sharing because he doesn't have a mobile phone? Setting up Family Sharing has got to be one of the most frustrating experiences I've run into.
