Setting up a child’s phone with family sharing

I made an Apple ID on family sharing for my child, but when I try to log into the account on his phone to set it up, it says the Apple ID doesn’t exist

Did you set the ID up using the instructions in the article below? Can you log in anywhere else using the child's ID?
