How to send a certificate from photo gallery to wallet

You can but not from a picture of a physical card. You need to add a digital record to the Heath App. Most major healthcare providers and state heath departments are available.

To make it easier, I recommend contacting your provider to ask if they have a QR code or link that can add the record to your Heath App automatically.

I am not sure what type of certificate you are referring to but image files cannot be converted into Wallet App passes or records because they would not be digitally verifiable.

Depending on who issued the certificate they may offer a digital version of the certificate. These usually come in the form of URLs or QR codes. This section of the iPhone User Guide discusses what is available. Keep cards and passes in Wallet on iPhone - Apple Support
