Activation locked, no access to old email, no help from Activation Help site

I'm not sure what to do next. My old iPad is locked up. I no longer have access to the old email and have a new Apple account.


Is there any way to reformat the iPad?

Is there any way to create a new user account?


I understand security, as an ex-IT guy but locking a device without being able to access it is frustrating.


Any help would be greatly appreciated.
