I'm not sure what to do next. My old iPad is locked up. I no longer have access to the old email and have a new Apple account.
Is there any way to reformat the iPad?
Is there any way to create a new user account?
I understand security, as an ex-IT guy but locking a device without being able to access it is frustrating.
Any help would be greatly appreciated.

Not sure what you mean. In FindMy? It would be under the old account (possibly). Otherwise, you would need to start a support request and provide proof of ownership documents.
It seems it can't work on an iPad 2. And iTunes no longer exists.
I won't buy another Apple product if they make it difficult for a legitimate owner to unlock it. I run Linux at home. I'll get a Linux tablet.
Unfortunately, it's not listed there. The iPad is not listed.
