When trying to install update ios 14.8.1 I keep getting message "software update failed" an error occurred downloading ios 14.8.1 how do I proceed?

Make sure:

You have a good WiFi connection.
You are not using a VPN.
You have at least 6GB of free space.
You have at least a 50% battery charge and preferably you are connected to power.
Low Power mode is turned off.

Thanks, yes, after turning off the VPN and making space available, I was able to download and install the upgrade.

It was necessary to actually DELETE some apps ( not just offload) to make enough space for the upgrade process.
