I’ve downloaded an app that I need to manually “trust”. The instruction is go to settings > general > device management. I can’t find the latter part. Can anyone pls help me? Im using a personal phone. Not an organization’s. Thank you in advance!
The Device Management section only shows up when there is content inside that section. For most phones, the section is empty and Device Management will not appear.

It looks like you're wondering about a profile on your iPhone. If that's correct, and you're not using a profile, you won't see device management.

If this is an app not from the app store and also isn’t an enterprise app from your employer you should not be using it, as there’s a good chance it contains a virus or other malware. If it is from your employer they should provide a way to install a profile to use it.
