Photos are missing after failure to pay iCloud storage?

i am missing over 10k photos that were on my iCloud. I didn’t pay the storage fee. I never got any emails saying it failed. It was linked to my cashapp which i don’t use often so i didn’t notice it was failing. It was last paid 9/17/21, and it finally charged again 11/4/21 after trying from 10/17/21 onwards. I am completely unsure where these photos went..they are not in recently deleted. Or anywhere. The storage was the 50GB, which is almost full with the 8k photos i have now. So my question is, where were the photos being stored in the first place if this is almost full now, and i had much more before. I’ve transferred these photos from multiple phones over the years and they’ve been on the cloud i assumed. I didn’t delete them myself. Please, any help to get these memories back would be greatly appreciated.

When your storage is decreased, iCloud stops syncing and updating information. Once you increase your storage, it will begin updating again, provided you choose an iCloud+ plan large enough to accommodate all of your information. If you choose a plan that is larger than your current plan, but not large enough to cover all of your data, it will not update or sync: Downgrade or cancel your iCloud+ plan - Apple Support.


If your iCloud+ storage is currently nearly full and there are a lot of missing photos, it may be because your current iCloud+ plan is not large enough. Try increasing to a higher tier plan: iCloud+ plans and pricing - Apple Support


You can also download copies of the photos you can see to a computer, along with some other iCloud data, to make room for additional content to be synced to your iPhone: Archive or make copies of the information you store in iCloud - Apple Support.


Since iCloud+ is a sync service, not a storage option, we recommend having archives and copies of your data regardless of how much iCloud+ storage you have.
