If iPad Pro 2020 can run higher fps then why not 13 pro max?

I am so curious to know if it’s ever going to happen in games like like “pubg 90fps, codm ultra fps? This is why I bought an iPhone 13 pro max to have the promotion facilities used in top games but now it’s a shame we didn’t get 60 fps in asphalt 9!
