Dictation and Siri not working after iOS 15 Update on iPhone 8

Dictation and Siri haven't worked since update to iOS 15 on my iPhone 8. I already reset my phone back to factory after the update to iOS 15 and again after 15.1, but Siri can't hear me when I activate it with the button. Dictation doesn't work for messaging anymore either. The microphone does still work because voice recorder works. Speech recognition works in the Duolingo app. I currently have the phone reset again with no apps installed other than what Apple loads. I have disabled and reenabled dictation and Siri. I'm on wifi at home and everything on the phone works except dictation and Siri. Sound recognition is off, and I turned the phone all the way off waited and turned it back on.
