Yes, Migration Assistant is the best way to migrate to a new MacBook Pro. When you power on your new MacBook Pro, the Setup Assistant will include the Migration Assistant inside it as well.
To get the fastest data transfer speeds, I recommend doing the following:
You could also run Migration Assistant on the older Mac as well and use it to transfer the content wirelessly, but that could take longer to complete.
EDIT: Migration Assistant doesn't change the version of macOS running on the new Mac.
