Messages not delivered only to one contact

just to one source I have always have been sending messages, however today I am getting not delivered. The one source has confirmed they did not block me.

iPhone X, iOS 13

We see you're having issues messaging a contact, and we'd be happy to help out.

This page here has some helpful steps to try that may help resolve things:

If you can't send or receive messages on your iPhone, iPad, or iPod touch

Also, is the affected contact having issues receiving messages from their other contacts as well, or just from you? Are you sending the message as SMS (green bubble) or iMessage (blue bubble)? If you're trying via iMessage, does switching this off (Settings > Messages) send it fine as an SMS?
