I have a1708 with charging issue. It’s not charging only %1 but when I write serial number to your site it says something like your mac is not suitable for replacement program. Why?

It appears the A1708 is the non-Touchbar model. Along with @leroydouglas' excellent advice you should know that this laptop has multiple free repair programs for which it may qualify. Another one in particular to have checked out is one for the SSD:
https://support.apple.com/13-inch-macbook-pro-solid-state-drive-service
FYI, here is the current list of the publicly acknowledged free repair programs for various Apple products (some products have multiple programs available). Unfortunately for some reason Apple hides the information about the free repair program for the battery 1% charging issue on the 2016-2017 MBPros.

Make sure to always have frequent & regular backups. Regardless if your laptop qualifies for the free Apple SSD repair program, I have found the SSDs in the non-Touchbar models have a higher rate of failure than other SSDs. Besides it is impossible to recover accidentally deleted data from an SSD after the Trash has been emptied plus an SSD can fail at any time without any warning signs (even a brand new SSD).
