Try finding it with Spotlight.
Type "Install" in Spotlight and in the "Applications" section of the results you should see "Install macOS Monterey".
Select it (using mouse, keyboard or touchscreen).
Once it is highlighted, press the Command (⌘) key. This will display a line at the bottom of the dialog showing the path to the app.
Keeping the Command key pressed, double-click on it. That will open a Finder window with the installer selected.
Drag it to the Trash.
If you can't do that either, you need to provide more information about what you've done and what you're seeing.

Same issue here! High Sierra in my case ...
Getting the OS installer to the trash is simple. Once there, the trash can't be emptied. That is the problem.
is there any other way to delete the Monterey OS installer? I cant locate it anywhere on my mac BUT it has consumed 23 GB on my mac and I have 172.9MB space left.

You're welcome, Unless the file is located on your drive that should have fixed it. It rebuilds the Launchpad database. But, P.Phillips knows how to remove it.
Click it once, nothing will happen. Than there is a questionmark over the icon in launchpad. Hold the option-key and there is a little X above the installer and you can delete it.
