Start your Mac in safe mode by restarting and holding the shift key down until you see the Apple logo and progress bar.

If that didn’t fix the problem, see if another keyboard works properly. Borrow or buy a wired USB keyboard.

Go to your Accessibility preferences and try turning OFF Full Keyboard Access.
