Hidden User/Library folder
My new MacBook Pro hides the Library file - I need to unhide it to transfer some of the old app config files to my new user - How do I do that?

Two make it permanently visible go to your Home folder, select the View ➙ Show View Options menu itme
In the window that opens check the checkbox to make the Library visible:
It's now permanently visible.

Are you checking the box next to "Show Library Folder?"
If you check it, close the View Options, then open them again, is it still checked?

That was the first line of my answer.
Was the checkbox missing when you looked?
This thread seems to indicate it might not be available unless you first open the Library folder.
Open the View Options on the Home folder and check the box to show the Library.
Or, just hold down the Option key and select Library from the Go menu in Finder.
