Home Applications folder

Mac OS both Big Sur and Monterey have 2 Application folders, one Mac HD > Applications and one Mac HD > Users > Applications.


I am missing the applications folder on one (total of 3 accounts) user account with administrator privileges (if that matters). How do I get it back?


This exists on both macs, one running Big Sur and the other Monterey.

Same as any other folder. There is nothing special about it.
