Spam "Try Safari" Notifications Despite Notifications Off

I keep getting notifications about "Try the new Safari." This despite my having set System Preferences -> Safari to not put out notifications at all.

So, the final insult in my attempt to prevent these notifications: I cannot delete Safari app from my system!

Apple, this is a trust and ethics violation on so many levels. Clean up your act, clean up your ethics. Spamming marketing at me without my permission violates your own guidelines. THIS IS NOT A MINOR ISSUE! FIX THIS NOW! People have been complaining all year about this.
