Inconsistent Keyboard Shortcuts in Apple Software for macOS

I was working on a sheet in Numbers and I decided to use the View submenu to zoom in and out. I also tried the keyboard shortcuts ⌘ > (Zoom In) or ⌘ < (Zoom Out). ⌘ > did nothing except an alert, ⌘ < opened the General Prefs for Numbers. I tried ⌘ > and ⇧ ⌘ < which did the trick because you can't get to the angle bracket unless you shift. It is not listed correctly on the submenu, however:

The Zoom to Selection IS ⇧ ⌘ 0 which is correct. It's also like this in Pages and Keynote. I don't know why zooming isn't setup like it is in Safari and Preview:

⌘ + and ⌘ - seems a bit more intuitive, added to the fact that you don't have to use ⇧ to modify the the = key on the number row; expecially useful if you don't have an Apple keyboard with a numpad.

Why then do you need to use ⇧ ⌘ * in Preview to Zoom to Selection, which isn't listed correctly either? I'd think it'd be useful if the Mac, which can detect Apple keyboards, can make the modification on the fly to the different menus in different software. Or just make it consistent across all Apple apps.

This is a usability thing Craig F. and his team should address. I know it's also a first world problem.
