not sending or receiving images over SMS

hello everyone! whenever i try and send an image over SMS (iMessage works fine) it's marked as not delivered, and whenever people say they've sent me an image over SMS i don't receive them or the text that was sent along with them. this issue has been going on for a while, and i can't think of anything that would have caused it.
