App deletion

When deleting an app from the iPhone it still leaves a copy in iCloud. How do I delete that as well

No it does not. Apps are never stored in any users personal iCloud account space. Apps are stored in the App Store, which is a cloud-based virtual store. The cloud icon next to an App simply means it is an App you already have a license for, and which you can download again from the App Store if you wish.
